The Butler Area Sewer Authority has voted to keep using Chester Engineers as its consulting engineer, making BASA one of the firm’s longest continuous clients.
This relationship began when the authority, one of the largest in land area in southwestern Pennsylvania, was formed in 1960. The municipalities served by BASA are primarily rural today, but they have tremendous growth potential as exhibited by development in southern Butler County in the past few years.
As BASA’s consulting engineer, Chester Engineers will be helping it undertake a Capital Improvement Program estimated at $50 million. This will enable the authority to improve its sewage treatment and services to meet future needs and to comply with a Consent Order & Agreement (COA) entered into with the Pennsylvania Department of Environmental Protection (DEP). That came about after BASA’s rapidly developing commercial and residential service area saw 31 instances of inadequately treated sewage being discharged into the Connoquenessing Creek in 2005.
Nearly a dozen local and national companies responded to a request for proposals from engineering firms issued by the authority when the make-up of the board changed recently. Lennon, Smith & Souleret, KLH, HRG, Hazen & Sawyer and Malcolm Pirnie were among the interested companies. Chester Engineers was chosen from the short list over KLH and HRG.
