Professional Experience

Mr. Fletcher is the Vice President of Municipal Services at Chester Engineers. He is responsible for supervising the activities of the municipal project management department, the facilities planning and studies department, construction services department, and the geographic information systems department. He is also charged with directing the municipal sales and marketing effort. The project management group supervises the engineering activities of more than 50 ongoing municipal water and wastewater clients. The studies department prepares municipal water supply and wastewater facilities planning studies, sewer system infiltration/inflow and evaluation surveys, corrective action plans, municipal wasteload management plans, sludge and solid waste management plans, stormwater management plans, combined sewer overflow studies, industrial waste pretreatment programs, rate and financial studies, and design and construction grant/loan applications. These studies and plans are developed under his direction by a multidisciplinary team of engineers.

The construction services department provides engineering and administration services to our clients during the construction phase of projects conceived and designed by Chester Engineers. These services include general project supervision, review and approval of shop drawings, certification of project completion, and day-to-day construction observation services.

The geographic information systems (GIS) department delivers comprehensive GIS development services to local governments. These services cover all aspects of GIS system design and development, including project planning, database design, data conversion, mapping, systems integration, software, customization, and training.

Since joining Chester more than 20 years ago, Mr. Fletcher has served as a project manager for a dozen municipal clients. Projects undertaken for these clients have involved the design and construction of modifications to water and wastewater treatment facilities. Also, they have included the design and construction of wastewater collector sewers, interceptor sewers, and force mains, and water transmission and distribution lines. Finally, they have entailed the design and construction of sewage lift stations and potable water booster stations. In addition, Mr. Fletcher has authored numerous studies and reports including water and wastewater facilities plans, infiltration/inflow studies, county-wide sewage master sewer and water plans, wasteload management plans, combined sewer overflow studies, rate studies, etc. In his role as project manager and department supervisor, Mr. Fletcher has negotiated numerous intermunicipal agreements for wastewater conveyance and treatment service.
