Chester Engineers is the Prime Contractor for this project involving the provision of engineering services for Coastal Restoration Projects in the State of Louisiana. In October 2008, Chester completed the Project Management and Quality Assurance/Quality Control Plan as part of a study and report for development of permitting guidelines for the Louisiana Department of Natural Resources staff for consistency with the Coastal Zone Master Plan.
The Project Management Plan included:
- Evaluating the scope of the task
- Determining the best-qualified task manager
- Preparation of a Project/Task Plan establishing the breakdown of the work elements, the organization for the task, the assignment of work to subcontractors, and the proposed budget and schedule to perform the task
- Review and approval by the client of the Work Plan including the cost estimate
The Quality Control Plan included:
- Verification of accomplishment of the authorized scope items
- Assurance that the product was completed and included appropriate information for proper interpretation
- Assurance that the product was clear and concise
- Assurance that the product met internal production and quality standards
- Assurance that the product was technically correct, reflected sound engineering and scientific judgments and practice, and was backed by supporting documentation and computations where required
- Assurance that the work product incorporated innovative, creative solutions to problems where possible and appropriate
