Chester Engineers has served the Pittsburgh Water and Sewer Authority (PWSA) since September 1985 as their Consulting Engineer and Construction Manager of the Authority’s approximately $650 million Capital Improvement Program (CIP).  During this twenty-four year period, Chester has provided a wide range of services including consulting engineering, planning and managing their CIP, and providing construction management services of emergency repair and planned CIP projects.  Since the inception of their CIP, the PWSA has expended approximately $500 million for projects that either have been completed or are now under construction.  PWSA, with the assistance of Chester Engineers, recently financed an additional $98 million dollars through the issuance of new revenue bonds and secured $50 million in low interest loans through the Pennsylvania Infrastructure Investment Authority.
