Chester’s Program & Construction Management (PCM) staff provides turnkey services from project inception/pre-design services through post-construction commissioning, closeout and operations support. Our philosophy is to form a working partnership with clients to protect and serve their interests by applying effective management techniques to the planning, design, and construction of a project from inception to completion. Our process controls time, cost and quality.
We have in place a PCM project delivery process that covers Agency and At-Risk CM, Design/Build, and EPC and EPCM contracts. We serve a variety of markets, including: municipal/governmental, industrial, environmental, heavy site/civil development, institutional, and sports stadiums, as well as public and commercial buildings and facilities. Our five-phase PCM includes: project initiation/conception; engineering and design; procurement; construction; and commissioning, startup and closeout. Other services offered by our PCM group include: safety management, project controls, serving as the owner’s representative, and construction inspection.
