Water Treatment Plant Design and Construction

Location:Dauphin County, Pennsylvania
Objective:Design and manage the construction of a single new 10 million gallon per day water treatment plant able to provide treatment to two significantly different sources of water supply.


The Harrisburg Authority provides drinking water services to the 50,000 people that reside in Harrisburg. Chester developed a Master Water Plan for the Harrisburg Authority. This plan consisted of an evaluation of the ability of Harrisburg’s water supply, treatment, and distribution system to meet the projected water needs of the service area. This evaluation and computer analysis of the system produced specific recommendations for integrated water supply, treatment, and distribution system improvements. Chester provided the design and construction phase engineering services for the construction of a new 20 million gallon per day (mgd) capacity water treatment plant recommended by the Master Water Plan. Chester also provided engineering services for the design and construction of a raw water pumping station drawing its supply from the Susquehanna River. The treatment plant was designed to be flexible enough to treat water from either the Dehart Reservoir, the Susquehanna River, or both simultaneously. This capability increased the total supply capacity as well as improving the reliability of the source of supply. The water treatment plant includes four three-state flocculators, four rectangular clarifiers, eight multi-media gravity filters, associated pumping facilities, sludge and backwash water handling facilities, and new administration and maintenance buildings. Chester provided all engineering planning, design, construction management and observation, and facilities start-up services for the Master Water Plan and water treatment plant projects. Chester was awarded the 1996 Pennsylvania Consulting Engineers Council’s Honor Award for Engineering Excellence in the Field of Water Resources in recognition of the water treatment plant project.
