Water and Sewer System Improvements

Chester Engineers, a member of the ATS Group, Inc., was awarded a construction management contract with the Pittsburgh Water and Sewer Authority (PWSA). Chester Engineers will manage water and sewer system improvements for PWSA throughout the city.

The contract was described as "historic" by the Chairman of the PWSA Board because of the record level of responsibility and accountability assigned to an African-American owned business in the Pittsburgh area. The contract award is the largest ever granted to a minority business enterprise (MBE) firm by the authority.

Construction Phase Services include the following:
  • Pre-construction meeting coordination and distribution of minutes
  • Preparation of Notice-to-Proceed to all Contractors
  • Liaison between all parties involved in the execution of projects
  • Periodic project progress meetings
  • Construction Inspection Services
  • Quality Assurance that all work performed in adherence with contract
  • Manage project budgets and schedules including change orders and payments
  • Submission and approval of shop drawings
  • Review and approval of all operating and maintenance manuals with PWSA staff
  • Review Record drawings prepared by Contractor
  • Serve as the Owner's Representative in all project matters
