Development of a Master Water Plan

Client:Authority of the Borough of Charleroi
Location:Washington County, Pennsylvania


Project Objective:
Identify facilities improvements that are required to insure proper operation of the water supply, treatment and distributions facilities through the year 2025.


Solution:
The Charleroi water system serves over 11,000 customers in eleven municipalities in southwestern Pennsylvania. The Master Water Plan was developed through a comprehensive study and evaluation of the ability of the Charleroi water supply, treatment, and distribution facilities to meet the future water needs of the area and maintain compliance with Safe Drinking Water Act regulations. Investigations performed during the preparation of this plan included:

  • Identification of potential expansions of the current water service area.
  • Projection of water demands through the year 2025.
  • Inspection of the Authority's facilities and evaluation of the condition of existing water intake, treatment, and distribution facilities.
  • Review of the Authority's water treatment facilities from the perspective drinking water standards and regulations.
  • Assessment of the adequacy of existing water distribution storage.
  • Computer modeling to assess system performance and develop recommendations.
  • Identification of recommended water supply, treatment, and distribution system improvements.
  • Development of cost estimates for the recommended improvements.
  • Presentation of an outline of alternative funding mechanism

The Master Water Plan outlines an $11 million capital improvements program. This program includes: improvements to the water treatment plant and booster pumping stations as well as improvements and extensions to the water distribution system. The treatment plant improvements are currently under construction.
