Water Treatment Plant Upgrade

The Authority of the Borough of Charleroi provides drinking water to ten municipalities in Washington and Westmoreland counties. The existing water treatment plant employed a conventional filtration plant to treat water drawn from the Monongahela River. A Master Water Plan Update prepared by Chester Engineers determined that significant modifications to the existing treatment facilities were required to achieve compliance with the requirements of the Safe Drinking Water Act. In addition, development throughout the service area is expected to require an increase in plant capacity in the future. Limited space at the treatment plant site and need to maintain plant operations during construction were major considerations that limited alternative solutions. The conversion of the treatment system from conventional filtration to direct microfiltration was selected as the optimal method of accomplishing the project goals. The use of microfiltration offers the following significant advantages: significantly smaller space requirements, superior operational reliability and flexibility, ability to maintain operations during construction, lower operating costs, and ease of future modular expansion of capacity. This is the largest application of microfiltration treatment to a municipal raw water supply in western Pennsylvania. The design selected for the improvements includes the following major elements:

  • Refurbishing the raw water intake structure
  • Installing variable frequency drives on low service pumps
  • Installing a membrane filtration system to replace the convention filtration system
  • Converting existing filter basins to clearwell storage
  • Equipping one high service pump with a variable speed drive
  • Upgrading the electrical and instrumentation system
